VS Professional also provides several workloads to support Visual Basic, you can install the corresponding workloads to write, edit and deploy your program written in Visual Basic. Some versions of SQL Server may be free, some may be not free(not very sure, you may check corresponding versions of SQL Server, and comply with their license). You may need to install SQL Server or corresponding extensions such as SSIS, SSAS, SSRS separately and connect, use it/them to develop your program in VS Professional. After downloading the installer, navigate to the download location on your computer and open the executable. The installer is the same regardless of which version you choose.

VS Professional provides a workload => Data storage and processing(connect, develop, and test data solutions with SQL Server, Azure Data Lake, or Hadoop) for developing related projects. Navigate to the Visual Studio web page and select the version you want to download.
